NationallegislatorsfromHeilongjiangprovincewhichisChina’sprincipalproducerofnon-genetically-modifiedsoybeansarecallingforalawtosetupaspecialzonewheretheplantingandprocessingofGMplantsisprohibited.Deputiestothecountry’stoplegislaturehopesuchalawwouldpreserveecologicaldiversitybenefitfarmerswhoplantnon-GMsoybeansandavoid“possiblecontamination”ofthesoybeancropbyGMplants.
Thesizeoftheproposedspecialzonewouldrestoretheprovince’ssoybeangrowingacreagetoits2010levelof4.3millionhectaressaidnationallawmakerTanZhijuan.TansaiduniversitiesinHeilongjiangandbeyondshouldhavefirstcallonthenon-GMsoybeanproductscomingoutofthespecialzone.
“HeilongjiangChina’slargestproducerofnon-GMsoybeanshasseenitsplantingacreagedownsizedtoatippingpointof1.4millionhectares”saidTanwhoisaveteranagriculturalspecialist.“Thisrepresentsadropofastaggering66percentinfiveyearsfollowingtheinfluxofmuchcheaperGMimports.”NationwideChinaimported81.7milliontonsofsoybeans－mostlyGMones－lastyearwhichmeantmorethan80percentofitssoybeanconsumptionwasmetbyimportssaidTan.“Chinahastheworld’smostdiversifiedwildsoybeanresources”Tansaid.AsaresponsiblecountryChinamustprotectlivinggeneticmaterialincludingseedsandtissueusedforplantbreedingpreservationandresearchTansaid.
AlthoughtheplantingofGMsoybeanshasnotbeendetectedsofarinHeilongjiangprovincetherearerisksthatGMseedsmightfindtheirwaytothefieldsforexamplethroughleakagefromroadtransportationTanwarned.
Shesaidthekeytoestablishingthenon-GMsoybeanprotectionzonewouldbetobuildupanindustrialchainthatstreamlinestheplantingprocessingandsalesofnon-GMsoybeans.Thisnon-GMindustrialchainwilldifferentiateitselffromthatforGMproductsandimprovethecompetitiveedgeofthedomesticsoybeanindustrytotargetitsnichemarketTansaid.
